Do any of your clubs or council have a policy on signing up for a double when you don't know the roomie?

We've had an issue where one discovers they can't be roomies once the trip begins (snores, keeps late hours, etc.), doesn't like the other, wants their own room, and neither wants to be held responsible for the price increase for a single.
